Request

“Under the Freedom of Information (Scotland) Act 2002, I am requesting access to information regarding your Health Board’s specific financial allocations, ring-fenced budgets, and tracked expenditures tied to the Scottish Government’s Women’s Health Plan.

This request references the mandatory frameworks established across both Phase 1 (2021-2024) and Phase Two (2026-2029) of the Plan. Please provide the following information, broken down by the financial years 2021/22 to present.

  1. Endometriosis Care Pathway and Specialist Service Funding

With reference to Phase 1 (Menstrual Health and Endometriosis: Medium-Term Actions 30 and 31), which mandated access to primary care specialist knowledge and the implementation of managed clinical pathways for complex conditions like extra-pelvic endometriosis:

-  What is the exact total funding allocated by your board for the development, staffing, and maintenance of specialist endometriosis care pathways?

-  Please provide a breakdown of how much of this funding was absorbed by administrative IT systems/record management versus direct clinical service delivery.

  1. Regional Institutional Infrastructure Funding

With reference to the foundational requirements of Phase 1 (Governance) and Phase 2 (Section 3: Cross-Cutting Actions – Strategic Alignment):

- Please provide the budget allocation and total expenditure utilized to recruit, support, and maintain the role of your regional Women’s Health Lead

- If this role is split or integrated with existing duties, please provide the exact percentage of the funded role dedicated exclusively to executing the Women’s Health Plan

  1. Data Disaggregation Infrastructure and Intersectional Metrics

With reference to Phase 2 (Section 3: Cross-Cutting Actions – Better Data, Research, and Information), which explicitly tasks NHS Boards with collaborating on data disaggregation by sex and demographic intersectionality:

-  What specific funding or resource hours have been allocated to upgrade your Board’s internal IT systems to successfully record, track, and extract data for gynaecological and menstrual conditions?

- Please provide any internal audit reports or assessments conducted by your Board regarding data tracking gaps in women’s health metrics.

  1. Backlog Elimination Expenditure (Gynaecology Waiting Lists

With reference to the Scottish Government’s Phase 2 commitments and the accompanying Programme for Government funding injections targeted at addressing the gynaecology waiting list crisis:

- What is the exact amount of funding your board received from the central £13 million gynaecology backlog fund?

- Please provide an itemised breakdown of how this funding was spent (e.g., outsourced clinical capacity, weekend/overtime surgical clinics, or hiring permanent clinical staff[SI1.1][NH1.2]).

If the board holds this information as part of a wider gynaecology or primary care budget, please extract the specific line items or provide the closest proportional estimates available.”
