What is the Anchors progression framework?
The Anchors progression framework:
- supports organisations to understand their current role as anchor institutions
- identify opportunities and plan improvements to strengthen their contribution to community wealth building
- plan improvements that contribute to community wealth building
The framework is now in its second version. It will continue to change and improve in response to learning and feedback.
Its current four dimensions reflect the main areas developed through the anchor institutions work to date. Future revisions may strengthen how the framework reflects all five community wealth building pillars, including inclusive ownership and finance.
The framework can be used as a tool for:
- discussion
- planning
- scoring
It is designed to support open and honest reflection, not to act as an audit.
Organisations can use it flexibly depending on their priorities, capacity and local context.

Those who have a corporate responsibility to enable and assure their organisational commitments as an effective anchor institution can use the framework.
They can take responsibility for the application of the framework and delegate activities. They will benefit from enhancing their organisation’s vision, mission and priorities.
