Description
Scotland continues to face a substantial population-level burden of poor mental health and wellbeing. In June 2023, the Scottish Government and the Convention of Scottish Local Authorities (COSLA) published their joint Mental Health and Wellbeing Strategy. Evaluating the strategy is important to demonstrate whether investment is improving population mental health in Scotland and delivering measurable improvements in wellbeing, equity, and system performance.
This publication details a framework designed to guide the evaluation of elements of this Strategy. It provides a high-level description of the Strategy, describes the work undertaken to inform the structure of the framework, outlines evaluation theory and questions, and details proposed evaluation approaches, including where this framework aligns with the Scottish Government Monitoring Framework.
